Kyle Stanfield: Link to Chat and Chew (Thursday Noon) https://us02web.zoom.us/j/88126383267?pwd=b2k0ZmxIczFKa1U1bUd0VElwa3lDdz09 Kyle Stanfield: Practice limitation rule webinar link (Thursday 2:30) https://us02web.zoom.us/j/83847090589?pwd=S1FFeWg5Mzc3MWhqZnIzSk1yeVA2Zz09&from=addon Matt Morgan: Will you be emailing this PowerPoint to us? It is very helpful when sharing with Superintendent/School Boards. Ted Hirning: I know you are recording this, can you share the slideshow, or is it on the OSAA website? K.T. Emerson: We plan on posting this information sport specifically with recordings of each presentation as well. Gibby Reynolds: We will post recordings, chat log, and PowerPoint presentation to https://www.osaa.org/administrators/webinars as soon as we can. Jean Shearer: Has anyone found a mask that will stay up and cover the nose during activity? K.T. Emerson: There are several different options for face masks. I know some athletes who prefer the masks that go around their ears to help stay up- Instead of being tied behind their head. There are a lot of them out there and I have seen a variety. Heather Stein: Is there another place to find those movement weeks the link on OSAA did not include the week of Feb 12 K.T. Emerson: The movement weeks are alternating weeks. This week is a warning week, next week will be a movement week. OHA has set those weeks. Tuesdays is when the information comes out, but the actual change during a movement week does not happen until Friday of the movement week. Gibby Reynolds: The OSAA website is updated with COVID movement week data on Friday of that movement week. That information is reflected on the Schools by County page (https://www.osaa.org/schools/counties) and COVID risk level indicators on individual school pages. Garet Luebbert: With masks being required, are officials responsible in any way? GregM: Any word on what may happen to a football player if the mask falls below the mouth based on possible contact. What will be the officials' decisions? K.T. Emerson: We will review that for each sport. Generic answer is the responsibility falls to the school, officials will have limited procedures for address mask issues with participants on the field/court and may include removing the participant to allow the coach to address compliance with their masks tom: Are travel restrictions still in place Peter Weber: Travel guidance recommendations/restrictions remain in place and have not changed Kevin Swift: Can an extreme risk team travel to a moderate or lower risk county team to play on the road? Jenna Ravenscraft: If a team is in extreme risk - but we have a regional setup for playing. And say 3 of our schools are in low can we play road games the whole season? Kyle Stanfield: OHA has told us that if you can't play it in your county, you should not be traveling to another county to participate if you can't do it at your own Brandon Hammond: When we Coop with a moderate risk county, do we follow guidelines based on which county we are in? Peter Weber: The activity needs to be allowed in each county in the coop, follow the guidance for where the activity is taking place for capacity limits, etc. Ben Buchanan: As far as sanitation, what are people using to clean volleyballs? Footballs? Josh Mink: We have medical grade wipes that my athletic trainer ordered just for that purpose Ben Buchanan: What was the brand on the wipes Josh? Josh Mink: Not sure, she ordered all that..... email me and I can go to the med cabinet and look Missy: We are using UV-C wand to sanitize the balls Ty Gonrowski: We are using a hydrogen peroxide based spray. Kyle Stanfield: Cleaning information from Wilson: https://www.wilson.com/en-us/blog/all-sports/wilson-labs/how-clean-your-leather-and-composite-footballs-basketballs-volleyballs Chris Meliah: If an athlete tests positive, his/her cohort and coach must quarantine. Those athletes and coach cannot attend school / work correct? If the coach is a district employee he is out for two weeks and the district must cover that? tom: If a player leaves the state, they will need to stay out for 14 days? Does that include coaches? Does that change if they get a negative COVID result on return? Kyle Stanfield: The 14 day quarantine is a recommendation, not a mandate that goes for all individuals. Adam Strachan: Is there any indication that OHA is planning to follow the new CDC guidance or are we semi-confident that we can move forward with the information being presented today? K.T. Emerson: This is the most up to date information we have and we will continue to get information out if anything changes. JP Soulagnet: Testing program is through ODE I assume? Brad Garrett: That is correct. Matt Bowman: Does the OSAA have contact information to access the Abbott testing products? Dan Dalzell: Maybe I missed it somewhere: Where are schools ordering the Abbott BinaxNOW tests from? Are there multiple suppliers? Kelly Foster: https://sharedsystems.dhsoha.state.or.us/DHSForms/Served/le3560.pdf Peter Weber: We have the same information regarding tests that schools have Peter Weber: The ordering information is in ODE's School Testing Guidance, will post in the chat Chad Waples: Wondering if school districts are administering the tests or if districts are connecting with local health care providers? Samuel Platt: Our trainer will be able to help with rapid testing, they are self administered. Peter Weber: Think it varies by district on their process per ODE's testing guidelines Ben Winegar: That was my concern. The company that provides our trainer said they won't support him testing at this time. Ben Winegar: That's my liability concerns with testing. Deithra Archie: What if your school has a Student Health Center that offers COVID testing? Tim Sam: Ours are self-administered, with key folks trained GregM: Does the on-site testing actually have to be physically on-site? We have one of or local clinics willing to do all our athletes testing up to 7:00 PM which would cover our athletes practice time that may have a symptom. JJ Mast: Are we able to use local health care providers and not have to wait until we have tests on hand? Is it simple as listing that on our plan? Peter Weber: Testing questions may be answered by the PDF file I just posted for COVID testing Peter Weber: Sample waiver form from OSBA/PACE just posted Ben Winegar: Is that the same form that was created last summer? Peter Weber: Not sure it's the same form as last summer or not, this is what they sent last Friday Kevin Swift: So can a lower risk county do all the paper work to opt-in so it is there in case? Kevin Swift: We are a lower risk county now, can I put opt in material in now so if the unthinkable happens it's already there. Kyle Stanfield: May not be a bad idea as some of the smaller counties can be volatile Brad Garrett: Seems prudent that any school at risk to move up to a higher level might want to have that ready to go. I don't see any reason why you couldn't submit it Brandon S.: Any Performing Arts LIPI Guidance coming soon? K.T. Emerson: The new guidance came out last week for Onsite and Hybrid models. We have asked for clarification for "after school" models. We hope to have that soon! Chad Waples: Is there a grace period for adding a LIPI class for the outdoor contact opt-in form?........we are in the process of adding a few classes, but this week has really hurt our school with the power outage and being able to move on some of this stuff...we will be adding LIPI, but I'm thinking we are not quite there yet with finalizing the process of these LIPI additions......any information would be great regarding this type of issue Dee Archie: Thanks Chad, I have the same question. Ben Winegar: Does LIPI have to be at the school for only high school students, or in the school district for high school students? We have a LIPI testing center right now rolling. Kyle Stanfield: Will double back on your question - hold after the meeting unless you have to go Ben Winegar: What defines a "facility"? Is there a distance? Peter Weber: Facility is referenced in the OHA guidance, there can be multiple areas at a venue/facility if they have separate entrances/exits, access to restrooms, etc., indoors it references a separate location which has to be enclosed Samuel Platt: When we look at 25% capacity of a space are we using the fire marshal capacity or the capacity established based on 35 sq ft per student? Peter Weber: If the maximum capacity is known (posted on the wall, etc.), then use that when determining capacity. If you don't know the maximum capacity, you need to follow the spacing outlined at the bottom left of the Sector Risk Level Guidance Chart Missy: So we are sharing rosters: do we need DOB, Phone number, County where the kids live, and full names on our tracking information? Or should we just keep track of our kids and the other ADs keep this information to track their own athletes? My safety coordinator is telling me I need this info? Kyle Stanfield: You need to be able to track and contact trace to the level that the OHA and the your risk manger deem necessary. Each school should keep their own information but have it accessible to each school upon the competition or request. Peter Weber: Don't see having to have DOB on the information you share with another school, the key is that you know who was there and have a way to get in contact with them if needed Doug Thompson: Does home school need to give one to visiting school as well? Kyle Stanfield: We think that would be wise so everyone is on the same page Sarah Wartenbee: Does the host team have to provide hand sanitizer or hand washing stations on the sidelines for both teams? Peter Weber: would be good if you could Samuel Platt: Required or Recommended? RE: Hand washing stations for visiting teams Kyle Stanfield: The responsibility falls on the host facility. May be good to have a conversation with the visit team about what they can provide but at the end of the day it will fall on the host facility ########## FOOTBALL ######################################################## Missy: Can you tell me if the new ODE, Contact Sports From is for football specific or for all outdoor activities? Kyle Stanfield: Its for all "Outdoor contact sports" Peter Weber: The ODE Outdoor Contact Sports Form is for schools in High/Extreme risk counties for full contact sports as designated by OHA Jenna Ravenscraft: The face masks for football helmets? Do those replace? Kevin Swift: So masks on under football helmets? OSAA Staff: Yes, OHA requires players to wear a face mask to be worn over the mouth and nose underneath their football helmet Ben Buchanan: Football mouthpieces? Kevin Swift: Explain then how both can be accomplished? Ben Buchanan: Cutting the attachment piece of the mouthpiece off? Brad Garrett: Mouthpieces are required by NFHS rule - there is no requirement to have them attached to the helmet/grill - and they can be worn under the face mask, which is worn under the helmet. John Elder: So Low Risk doesn't have to complete the "opt in" form? Peter Weber: Correct, lower and moderate risk counties don't have to opt in Mike Day: You must have on site COVID testing for football, correct OSAA Staff: Yes Samuel Platt: Do we need to contact trace spectators? K.T. Emerson: Yes, you need to contact trace anybody who attends. Ben Winegar: How are others approaching the challenges with on-site testing liability? Ben Buchanan: We plan to be just in helmets until we get the tests Tim Sam: Ben B…check with OSAA staff. Pretty sure you can't wear helmets until you have met all opt-in reqs IF you are in High/Extreme… Peter Weber: No protective equipment (including helmets) until your school meets the OHA requirements for opt in and has submitted the form to ODE Chad Waples: Does the HS have to be currently providing LIPI or the district as a whole? K.T. Emerson: The high school needs to be in LIPI to participate. Peter Weber: The high school has to be in LIPI Adam Strachan: Clarifying on football: 1. We need to have on-site testing before we can practice with equipment. 2. We need to have 9 contact practices prior to our first contest. 3. We have no idea how long its going to take to get tests....If this is all accurate, is anyone going to be able to play week one? Dan Dalzell: So if my district doesn't offer LIPI until March 8, then that would be the first day we could be in pads & helmets. And then we'd need nine days of that before our first contest? Correct? Peter Weber: That is correct Mike Day: So our nine practices for football do not start until we can put helmets on Peter Weber: Correct, your nine days of football practice progress doesn't start until you're able to wear helmets Ben Buchanan: Can you start contact before you get the rapid response kits? msomnis: Opt-in Form is complete, but waiting on the testing kits. Can we get started while we are waiting for the kits to arrive? It could be up to 2 weeks from what we hear. Peter Weber: We've asked ODE about having everything in place but waiting on tests and are awaiting a response, until we get word on that you need to have the tests in order to start Peter Weber: On symptomatic testing for High and Extreme Risk counties for football per ODE: If the school has signed up for the testing program and is fulfilling their responsibilities, the school can start with contact practices even though you don't have the tests on site (schools should have the tests on or before March 1 according to ODE). Also, if a school in lower/moderate risk status moves to high/extreme during the season, the school will have two weeks to compete their plan and get testing underway Brandon S.: Peter is there any indication that ODE is going to send that clarification out to Supts? Kyle Stanfield: We will ask for that in writing and distribute when available Dennis Rice: Our Student Based Health Center has been tasked with providing our on-site testing. Would this be considered "signed up for the testing program and fulfilling our responsibilities"? There is one central SBHC for the entire district. Peter Weber: It would depend if that meets ODE's testing guidelines for schools, I haven't reviewed each specific piece of the document to see if it does Hayley Emly: How can football have 120 people, but XC - with no contact- is limited to 75 people? Douglas Foley: Why are the numbers different for football and lower for a sport that is classified as lower risk/lower contact? Peter Weber: That is the guidance from OHA and Governor's Office Mike Hughes: Regarding capacity limit. It is 75 in high risk county for all practices and 125 for football games? Or 125 now for high risk county practices? Brad Garrett: I will cover that next in the football specific session Peter Lukich: Example: Stadium - Football and 120 limit. The Press Box is enclosed and away from the field, do the people in this area count against the 120 total? Peter Weber: Working on clarification on that, may depend on the press box itself (size, ability to be closed off, etc.), more to come Tim Sam: Does football 120 max include cheer and band, or limited to football players and game management? Kyle Stanfield: Its EVERYONE in the facility Kyle Stanfield: The 120 that is. I heard the question earlier about a closed press box (like at Liberty mentioned before) but its everyone there from teams, public address, trainers, scoreboard etc etc etc... Ted Hirning: Is there a conversation about a sub-varsity game on the Mon. after the cutoff date? OSAA Staff: We are still looking into that question. Gibby Reynolds: Schools can add 7v7 and flag football contests to their team schedules on the OSAA website. You'll see those options to select tackle, 7v7, or flag football when you add or edit a contest. Those specially marked games (7v7 or flag) will have a special note on the Schedules & Score pages and on your team schedule. Tina Pearson: Are we encouraging football to do the same, stay local or in the region? Kyle Stanfield: Yes, we are encouraging local and regional play for football Peter Weber: Yes, all sports are strongly encouraged to stay local / regional Garet Luebbert: In regards to spectators. If they are not allowed, can they watch from the parking lot if the lot is still on campus? What distance from the field or barriers (fencing) constitute enough space? Peter Weber: The goal of the facility restrictions is to keep within the capacity limits, having people come to the facility in cars and lining the fence doesn't seem to fit with that approach, we are seeking clarification on expectations in this area and will get that out to schools, understand those are difficult situations for all involved Brad Garrett: Link to how to build a contract tracing form using Google forms and QR codes, good stuff... https://www.iripple.com/blog/how-to-use-google-forms-create-COVID-19-contact-tracing-form-qr-code/ ########## SOCCER ########################################################## Jay Barton: At our facility soccer teams are generally on the same side away from the fans. As we will have no fans, should we put them on opposite sides of the field? Darren Shryock: Can soccer teams be place on opposite sides of the field? Kyle Stanfield: In soccer, both teams shall be on the same side of the field. There's plenty of room to physically distance. GregM: We have been told that we do not have enough soccer officials to cover our area. We are highly concerned about this with all sports who need officials. I have access to retired officials who will cover our contest if needed, but they do not want to go through all the requirements. Suggestions? Kyle Stanfield: We will make that note for Kris and Brad to discuss OSAA Staff: OSAA certified officials are required for contests, those interested in officiating must be certified and assigned through the local officials association. ########## CROSS COUNTRY ################################################### % Tom Rothenberger - Jesuit HS Cross Country % trothenberger@jesuitportland.org % % COVID SAFE CROSS COUNTRY PRESENTATION % https://www.osaa.org/docs/webinars/2021-02-16/COVID SAFE CROSS COUNTRY Feb 2021.pptx % https://www.osaa.org/docs/webinars/2021-02-16/COVID SAFE CROSS COUNTRY Feb 2021.pdf % % RUN OF SHOW % https://docs.google.com/document/d/1-DWuraUl-fBHWLC39Rt2XAaNrEduqW1J_CKTQU_-k_U/edit?usp=sharing % % SAMPLE WAVE START LIST % https://docs.google.com/spreadsheets/d/1I2wQxjueIVJ7mSzwcWWHQOFRwkrBjXZVFgLXeE-ZCk0/edit?usp=sharing Kellen Peters: Is there any thought that a 5k with a mask is unsafe? OSAA Staff: OHA guidance requires participants to wear face coverings over their mouth and nose. Common sense allows a practical and pragmatic allowance for athletes to temporarily lower their masks for deep breaths while not in close proximity to another individual. Dan Dalzell: Our district - based on guidance in the Return to Learn document - is prohibiting all volunteers throughout the whole district (none in buildings, no volunteer coaches, no volunteers helping with meets or games, etc.). This is a big challenge for running some sports. Looks like I'll have to use LOTS of paid staff for XC and track meets. JP Soulagnet: Multiple teams at meets allowed within the total number for outdoor event? Kyle Stanfield: Yes, there is no longer the 2 team restriction for outdoor sports ########## VOLLEYBALL ###################################################### Dan Fritz: Can you refresh my memory on a team unable to host VB (extreme risk) playing at a site in high risk? K.T. Emerson: We will review that during volleyball specifics. Troy Jerome: What issues will we have with Title IX, playing football and not volleyball? K.T. Emerson: We have asked ODE for clarification on the Title IX concerns and we will follow up. Jeff Clark: Did we get an answer for the title IX question if we lose vball moving to extreme? Kelly Foster: We are seeking clarification on that Peter Weber: We've brought the equity/Title IX issue up with OHA / Governor's Office as part of our advocacy, still seeking clarification on the impact in the situation you describe Ben Buchanan: Locker rooms? Tim Sam: I see on the slides that there was info on locker room use. I must have missed that info. Are locker rooms now available for use? Peter Weber: Locker room guidance is outlined in the latest OHA Indoor Recreation guidance just posted in the chat Peter Weber: Locker rooms are allowed to be used with restrictions on spacing, etc. and is more restrictive in extreme risk counties; Tim Sam: If we use a gym for dressing for football, is the limit still 6, or because that is not a recreational activity, is it 35 sq feet per person, or ??? Peter Weber: For locker rooms in non-extreme risk levels, Ensure that the locker room does not exceed maximum occupancy. Use the total usable square footage of the locker room to determine the maximum occupancy of the locker room based on a minimum of 35 square feet per person. Peter Weber: For locker rooms in extreme risk level - Limit capacity for locker rooms and other shared spaces to six (6) people total Dan Dalzell: On a recent AD meeting like this, it was describe how we have to sanitize the gym floor between practice groups or games. Is that required? Kyle Stanfield: See page 7 of the indoor sector guidance document Anna Maria Lopez: If you can allow 2 levels of teams in your gym, JV2 playing and JV say in the bleachers waiting and stay under the limit, do you need to clean the floor/equipment in-between the JV2 and JV matches? K.T. Emerson: Yes you do. Thank you for confirming. Dan Dalzell: Most of our league schools are building in an extra 30 minutes between matches for the gym floor to be sanitized. Is that happening everywhere? (Even that OHA document isn't very clear to me. Is the gym floor counted as a "commonly touched surface"? How often is "frequently clean"?) Kyle Stanfield: Good question - we will try to collect some commonly used processes. I don't think a gym floor would need to be anything more than what you normally did to keep them clean but we will follow up. Jenna Ravenscraft: If we move categories on Feb 26th but practice starts the 22nd and we can only have 6 people in extreme risk. That would still count as their 5 practices needed to start on March 1 Peter Weber: If you are able to hold practices starting Feb. 22 you would be able to count them, remember it's important to have the students get acclimated - remember the practice requirement if per student Jenna Ravenscraft: Technically we can have 6 people inside for 45 minutes. Which they will continue as that is what is allowed. Peter Weber: Remember 5 days of practice required for Volleyball, Soccer, and Cross Country prior to a competition with another school, only days of practice starting Feb. 22 count toward this requirement. Matt York: Is it the host school's responsibility to designate social distancing in classrooms when teams are waiting to play? Or will that be the visiting schools responsibility? Kyle Stanfield: We would hope that would be a conversation with the visiting school so they can keep the people they know separate but again, at the end of the day its going to be on the host facility to follow all OHA protocols. All going to come down to communication and helping each other out Steve Wallo: Will volleyball teams still change benches for each game? K.T. Emerson: No Kyle Stanfield: Great information at https://www.osaa.org/activities/vbl/information as KT was talking about with scoring, Libero tracking etc. ########## CHEER / DANCE ################################################### Corey Nicholsen: Is competitive cheer an opt in high contact sport if outside? Kyle Stanfield: Yes they'd have to follow the same 4 steps as sent out today from Peter and ODE; if you're in extreme/high msomnis: Can cheer and dance start stunting outside under the new outdoor guidance? Dan Dalzell: Would include Cheer if they are stunting outdoors Kelly Foster: Correct - coaches need to be OSAA spirit safety certified though
